Dr. Hummel posted the following additional comments:

This was Pierce Brosnan's fourth James Bond film, but the first one in which he smoked!  In fact, Brosnan's Bond actually made disparaging remarks about tobacco in some of his previous films.  Take, for example, this scene from Tomorrow Never Dies:

Note that James Bond describes smoking as a 'filthy habit'.

In the next film in the series, The World is Not Enough, Brosnan's Bond is given a cigar early on the movie, which he brings back as a souvenir for Ms. Moneypenny:

Ms. Moneypenny promptly, and appropriately, tosses the cigar into the trash can.

After establishing the character's disdain for tobacco in several films, the producers abruptly reverse course in Die Another Day.  ake this famous scene in which James Bond makes the acquaintance of Jinx (Halle Berry) while visiting Cuba:

James Bond is seen smoking cigars twice while in Cuba. More importantly, this film had a significant increase in smoking when compared to the immediate predecessors in the series!  Fourteen smoking incidents occur in the film, involving eleven different characters.

Why the dramatic increase?

Perhaps it is because Pierce Brosnan / James Bond was endorsing cigarettes and cigars in asian markets such as Japan.  This interesting article highlights exactly what was going on at the time... and why investors were infuriated that Bond was not smoking in the films!
