Additional Comments: "There were 39 separate smoking incidents in this film, many of which were seen during hearings in the House of Representatives. Several of the more prominent cast-members, including David Strathairn (as William Seward), Jared Harris (as Ulysses S. Grant), and James Spader (as lobbyist W. N. Bilbo) accounted for almost half of the smoking. A couple of notable scenes included William Seward smoking around the young Tad Lincoln while the child pretended to smoke a pipe, and the use of a spitoon on the floor of congress. There was anattempt at a balanced message early in the film when vistors to the White House called Seward out on his smoking by proclaiming that 'Mr. Jolly's emphysema don't care for the cigar,' to which Mr. Seward seemed to puff a little harder."
